Shiraka Training Programme (STP) 2026: Fully Funded Training in The Hague for Mid-Career Leaders

Admin, March 3, 2026March 3, 2026

Application Deadline: March 11, 2026

Applications are now open for the Shiraka Training Programme (STP) 2026, a prestigious, fully funded initiative that brings together mid-career public service professionals from the Middle East and North Africa (MENA) region to The Hague. Designed and implemented by the Ministry of Foreign Affairs of the Netherlands, this transformative training series aims to strengthen governance, improve public service delivery, and foster inclusive leadership for sustainable development.

In a world where good governance and citizen-centered public service are vital to achieving the United Nations Sustainable Development Goals (SDGs), the Shiraka Training Programme offers a rare opportunity for professionals from Africa and the MENA region to exchange ideas, learn innovative governance practices, and co-create solutions that improve the lives of citizens.

By focusing on crucial areas such as digital governance, energy transition, public finance, food safety, and justice administration, STP 2026 supports reform-minded civil servants eager to drive progress back home. Whether you’re passionate about strengthening institutions, enhancing transparency, or improving citizen participation, this program offers the expertise, mentorship, and global network to help you make a lasting impact.

About the Shiraka Training Programme

The Shiraka Programme, initiated by the Ministry of Foreign Affairs of the Netherlands, was created to foster societal development and mutual understanding between the Netherlands and the MENA region. “Shiraka,” an Arabic word meaning partnership, embodies the program’s mission to build bridges and empower public sector professionals who shape the future of governance in their home countries.

The The Hague Academy for Local Governance leads the implementation of these highly interactive training sessions. Each course blends theory, hands-on practice, and real-world site visits, enabling participants to experience Dutch public administration models while exploring how these principles can be adapted locally.

In 2026, the Shiraka Training Programme will feature specialized courses in:

  • Administration of Justice
  • Communicating with the Public
  • Digitalisation of Governments
  • Energy Transition
  • Legislation

Each thematic training combines expert-led sessions, group work, and field experiences to strengthen participants’ understanding of effective governance, accountability, and participatory leadership.

Benefits of the Shiraka Training Programme 2026

Selected participants will receive a fully funded scholarship, covering all essential costs throughout the program. This ensures equitable access and removes financial barriers for promising professionals from eligible countries.

What Participants Receive

  • Full financial support including tuition, accommodation, meals, and insurance.
  • International travel coverage for participants from countries on the OECD-DAC list (low- and middle-income countries).
  • Visa facilitation and logistical support provided by the Dutch government.
  • Expert training by The Hague Academy’s governance specialists.
  • Cultural and professional immersion through networking and field visits in the Netherlands.
  • Access to a vibrant international alumni network, creating lasting professional relationships across borders.

For participants from countries not on the OECD-DAC list, lodging, insurance, and tuition remain covered, while travel and visa expenses are self-funded.
