This position is instrumental in implementing shelter initiatives that enhance living conditions for refugees and host communities alike. The Role and Responsibilities The Shelter Project Officer reports to the Shelter Project Coordinator and supervises a team of Shelter and Infrastructure Technical Assistants. The officer’s primary responsibility is to implement NRC’s shelter project portfolio, ensuring strict adherence to policies, guidelines, and action plans. With a duty station in Nyarugusu, Kasulu, or Kigoma, the officer will have limited travel requirements (approximately 5%) and a contract duration of ten months, subject to extension based on funding availability. Key responsibilities include: Executing shelter projects efficiently in line with NRC’s policies. Preparing reports to track project progress. Overseeing community mobilization and engagement for infrastructure activities. Supervising the construction and maintenance of roads, buildings, and other facilities. Conducting facility assessments and identifying infrastructure gaps. Managing procurement processes to ensure timely availability of construction materials. Leading and mentoring a team of shelter assistants and community workers. Participating in proposal and budget development. Ensuring gender, protection, and environmental concerns are integrated into project design and implementation. Required Qualifications and Competencies Candidates for this role must have relevant academic and practical experience. A degree or diploma in civil engineering, architecture, or site planning is required, along with at least three years of experience in shelter or construction projects, preferably in a humanitarian context. Other critical skills include: Strong project planning and execution abilities. Proficiency in Microsoft Office, AutoCAD, and related software. Excellent written and verbal communication skills in English. Experience in capacity building and staff training. Understanding of humanitarian standards and cross-cutting issues like gender and diversity. Behavioral competencies play an equally important role in ensuring success in this position.
