NITDA Launches 2025 Digital Literacy for All (DL4ALL) Program – Apply Now for Free Training and Certification

The National Information Technology Development Agency (NITDA) is now accepting applications for the 2025 Digital Literacy for All (DL4ALL) program — a bold national initiative designed to empower Nigerians with the digital skills needed to succeed in today’s digital-first economy.

Backed by the Federal Ministry of Education and key private and public sector partners, DL4ALL aims to close Nigeria’s digital skills gap and ensure no citizen is left behind in the global tech revolution.

About DL4ALL: Empowering Nigerians through Digital Skills

The Digital Literacy for All (DL4ALL) initiative envisions a future where every Nigerian — regardless of age, background, or location — has the opportunity to become digitally literate. This program is anchored in the belief that digital skills are not optional but essential for education, employment, entrepreneurship, and active citizenship in the 21st century.

NITDA, in collaboration with stakeholders across education, workforce development, and grassroots organizations, is delivering free training and certification opportunities to ensure universal access to digital competencies.

Key Pillars of the DL4ALL Initiative

DL4ALL is structured around three core program areas:

  • Digital Literacy in Education
    In partnership with the Federal Ministry of Education, NITDA is integrating digital literacy into Nigeria’s national curriculum. From primary through tertiary levels, students will graduate equipped with practical digital skills to succeed in higher education and the modern workplace.
  • Workforce Digital Certification
    This track focuses on enhancing the capacity of Nigeria’s public and private sector workforce through structured training and globally recognized certifications. It promotes career growth, job mobility, and supports the country’s transition into a digitally driven economy.
  • Digital Skills for the Informal Sector
    In collaboration with NYSC, state governments, and development partners, NITDA is bringing digital training to every Local Government Area (LGA) across Nigeria. This ensures artisans, traders, and other informal workers gain the foundational digital literacy to access digital tools, e-commerce platforms, and financial services.

Training Tracks and Proficiency Levels

DL4ALL is accessible to all learners, regardless of their prior experience with technology. The training is categorized into two levels:

  • Foundational Level – Tailored for beginners with no digital experience, covering the basics of operating devices, using the internet, and staying safe online.
  • Intermediate Level – Builds upon foundational skills and introduces learners to more advanced tools such as productivity software, digital collaboration platforms, and digital content creation.

Digital Competency Areas Covered

The DL4ALL curriculum is aligned with the National Digital Literacy Framework (NDLF) and covers six key areas:

  1. Information & Data Literacy
    Learners are taught how to search for, evaluate, and manage digital information efficiently and responsibly.
  2. Communication & Collaboration
    Participants will develop skills for interacting through digital platforms and working effectively in virtual teams or networks.
  3. Digital Content Creation
    This includes training on how to responsibly create, edit, and share digital content across platforms.
  4. Safety & Security
    Learners are guided on online safety, data privacy, cyber hygiene, and responsible internet use.
  5. Devices & Software Operation
    Practical sessions on how to confidently use smartphones, tablets, and computers, as well as commonly used software tools.
  6. Problem-Solving
    Learners develop the ability to identify and solve common technical challenges using digital tools.
