Panagora is seeking a skilled and detail-oriented Monitoring, Evaluation, and Learning (MEL) Consultant to support Panagora’s business development efforts and program implementation. The ideal candidate will bring extensive experience in designing and implementing MEL frameworks, supporting proposal development, and delivering high-quality technical inputs to drive the success of donor-funded programs. This role requires a blend of technical expertise, strategic thinking, and strong communication skills to support Panagora’s mission of fostering locally driven, impactful solutions. The MEL Consultant will work closely with cross-functional teams to ensure the integration of robust MEL methodologies in both proposal efforts and ongoing project delivery.
Duties & Responsibilities:
· Provide technical inputs for MEL-focused proposals, including writing sections, designing evaluation frameworks, and developing technical strategies.
· Support proposal development efforts through research, drafting, and reviewing technical and management components.
· Design and implement quantitative and qualitative evaluation methodologies, including data collection tools, data analysis plans, and evaluation reports.
· Provide expertise in performance monitoring, including indicator development, data quality assessments (DQAs), and performance management plans (PMPs).
· Contribute to the implementation of collaborating, learning, and adapting (CLA) approaches across projects.
· Collaborate with cross-functional teams to ensure technical excellence in project delivery.
· Ensure compliance with USAID and other donor guidelines and standards in technical deliverables.
Requirements
Qualifications
· A master’s degree (preferred) in international development, evaluation, social sciences, or a related field.
· At least 10 years of experience in MEL, with significant experience supporting USAID or other international donor-funded programs.
· Demonstrated experience contributing to successful proposals for USAID and other donors.
· Expertise in quantitative and qualitative evaluation methodologies, performance monitoring, and CLA.
· Strong understanding of USAID’s Program Cycle, Evaluation Policy, ADS requirements, and localization priorities.
· Excellent written and oral communication skills, including the ability to produce high-quality reports and presentations.
· Familiarity with data analysis tools and techniques, including statistical software, geospatial analysis, and data visualization platforms.
· Ability to work collaboratively in a fast-paced, deadline-driven environment.
· Fluency in written and spoken English
