The International Service for Human Rights (ISHR), a prominent independent organization headquartered in Geneva, is inviting applications for the position of Africa Legal & Advocacy Officer. This role presents a unique opportunity to contribute to strengthening the protection of human rights defenders (HRDs) across Africa, by supporting advocacy efforts at the African Commission on Human and Peoples’ Rights (ACHPR) and the UN Human Rights Council (HRC).

ISHR is committed to providing a secure environment for human rights defenders, fighting restrictive laws that hinder their work, and enhancing human rights systems. With offices in both Geneva and New York, ISHR focuses on responding to urgent human rights concerns, building coalitions, and offering legislative protection for HRDs. The Africa Legal & Advocacy Officer will play an essential role in the organization’s mission to protect and empower defenders who often face significant risks while standing up for human rights on the continent.

Key Responsibilities

As an Africa Legal & Advocacy Officer, your primary duties will revolve around strengthening legislative protections for HRDs across Africa. This will involve conducting research and advocacy on the national legal frameworks affecting HRDs, particularly focusing on restrictive laws that hinder their work. You will engage with national governments, National Human Rights Institutions (NHRIs), and civil society organizations to shape policies and mobilize action aimed at advancing HRD protection. You will also assist in the design and facilitation of capacity-building activities to educate and empower local stakeholders.

Additionally, you will represent ISHR in advocacy meetings with key regional and international stakeholders, including government officials and African Union representatives, to ensure that HRDs’ rights are recognized and protected. This includes contributing to advocacy efforts at the UN Human Rights Council and preparing reports, position papers, and presentations to communicate ISHR’s strategic goals. Your work will require regular travel across Africa and to ISHR’s offices in Geneva and New York.

Qualifications

To be considered for the position of Africa Legal & Advocacy Officer, candidates must meet the following qualifications:

  • Educational Background: A university degree in human rights law, public international law, or a related field. Admission to practice as a lawyer in an African jurisdiction is an advantage.
  • Experience: At least 5 years of experience in human rights law, policy, or advocacy, including familiarity with the African human rights system, especially the ACHPR.
  • Legal Knowledge: In-depth knowledge of international human rights law, particularly as it relates to the protection of HRDs. You should also have a strong understanding of the legal frameworks impacting civic space in Africa.
  • Skills: Strong research skills, the ability to draft legal and policy documents, and experience in delivering capacity-building workshops. Strong project management skills and the ability to work under pressure while meeting deadlines are essential.
  • Languages: Excellent written and verbal communication skills in both English and French are required. Legal proficiency is a must.
  • Desirable: Fluency in an African language, such as Portuguese, Arabic, or Swahili, would be an asset.

Remuneration

The monthly salary for this position ranges from EUR 3,000 to EUR 3,500, based on experience and employment location. This is a full-time, open-ended contract (subject to legal requirements), with opportunities for professional growth within the organization.

Make sure to highlight your knowledge of the ACHPR and other regional mechanisms for HRD protection. Mention any experience working with such bodies, if applicable.
  3. Emphasize Multilingual Proficiency: Fluency in both English and French is mandatory, but any additional language skills in African languages like Portuguese, Arabic, or Swahili will set you apart. Consider incorporating these skills into your application if applicable.
  4. Showcase Strong Communication Skills: The role requires frequent communication with stakeholders, so be sure to demonstrate your ability to write clear, impactful reports and policy papers. Consider including a well-written sample that aligns with the responsibilities of the position.
  5. Prepare for Interviews: If selected for an interview, be ready to discuss not only your qualifications but also your commitment to human rights. Be prepared to provide insights into how you would tackle key challenges related to HRD protection in Africa.
