The World Forum for Democracy is a leading international event hosted by the Council of Europe, gathering changemakers from across the globe. Held annually in Strasbourg, France, the Forum provides a platform for youth leaders, policymakers, academics, and civil society actors to engage in meaningful dialogue on democratic innovation.

Set to take place from November 5–7, 2025, this global forum serves as a space for exploring challenges to democracy and showcasing innovative grassroots solutions. Through interactive plenaries, workshops, and side events, participants actively contribute to democratic development in line with the Reykjavik Principles of Democracy, adopted in 2023.

2025 Theme: Democracy at Risk – How Can We Revive It?

With rising disillusionment in democratic systems, the 2025 Forum addresses the urgent need to rebuild democratic legitimacy and strengthen civic trust. Discussions will focus on:

  • Combating economic inequality and disinformation
  • Reclaiming public trust in institutions
  • Exploring the influence of AI, journalism, culture, and social media on democracy
  • Empowering youth and fostering digital literacy

The Forum invites stakeholders to explore how collective action can revive participatory democracy and protect fundamental freedoms.

Youth Delegation Opportunity: Shape the Global Democratic Dialogue

As part of its commitment to youth inclusion, the Council of Europe is inviting 50 dynamic young leaders to join the Youth Delegation at the 2025 Forum. Delegates will gather at the European Youth Centre in Strasbourg from November 2 to 8, engaging in:

  • Orientation and intercultural networking (Nov 3–4)
  • Active roles in plenary sessions and workshops
  • Leadership contributions as facilitators, moderators, or speakers
  • Peer collaboration and dialogue with global stakeholders

Objectives of the Youth Delegation

  • Amplify youth voices in democratic renewal
  • Share youth-led innovations and civic experiences
  • Promote cross-cultural cooperation and civic leadership
  • Ensure meaningful youth engagement across all Forum activities

Eligibility Criteria

Applicants must:

  • Be aged 18–30 as of November 2025
  • Be proficient in spoken and written English
  • Be actively involved in youth-led or civic organizations
  • Be available for the entire program (Nov 2–8, 2025)
  • Be committed to democratic values and civic dialogue

Priority will be given to candidates from Council of Europe member states and those with prior engagement in youth-focused activities of the Council.

Funding & Logistics

This is a fully funded opportunity. The Council of Europe will cover:

  • Travel expenses and visa fees (reimbursed with receipts)
  • Accommodation and meals at the European Youth Centre
  • Accessibility support for participants with specific needs

Note: Participation in the full program is mandatory to receive financial support.

Working Language

The entire Forum will be conducted in English. Participants must be comfortable working and communicating in English throughout the sessions.
