Admin, January 27, 2025January 27, 2025 Contract Type: National Team/Programme: MEAL, SPDQI Location: Mae Sot, Thailand (with frequent travel to border areas as well as Chiang Mai and Chiang Rai) Contract Duration: 6 months with the possibility of extension Role Overview: The MEAL Officer will collaborate with the MEAL Technical Expert to implement a comprehensive Monitoring, Evaluation, Accountability, and Learning (MEAL) system for Save the Children Thailand. This role will concentrate on multiple projects along the Thai-Myanmar border and may occasionally extend to other regions in Thailand. The officer will implement a complaints response mechanism while developing minimum standards and various MEAL tools for projects. Additionally, they will conduct capacity-building training sessions for staff and partner organizations. Scope of Work: Reports To: Senior Field Coordinator Indirect Line Management: MEAL Technical Expert Budget Responsibility: None specified Operational Context: Save the Children operates in nine refugee camps and migrant communities within Mae Sot, Bangkok, and southern Thailand. The country office is comprised of approximately 55 staff members across Bangkok and two sub-offices located in Mae Sot and Pattani. Key Responsibilities: Monitoring (50%) Oversee progress monitoring while managing information systems. Contribute input towards M&E plans ensuring program quality. Create data collection formats utilizing existing database systems like COMMCARE or KOBO alongside Operations teams. Assist Ops teams in designing data collection processes; accompany them on monitoring visits as necessary. Lead or support data analysis throughout monitoring activities. Evaluation & Research (10%) Support Ops team in developing Terms of Reference (ToR) for consultants conducting evaluations/research. Collaborate with internal teams during assessments to develop methodologies/questionnaires/sampling strategies. Accountability (20%) Act as Country Accountability focal point: Maintain updates on Complaints & Feedback Mechanisms Standard Operating Procedures (SOPs). Provide training on these mechanisms across relevant teams. Manage complaints from beneficiaries through established mechanisms while analyzing accountability cases to share insights with management. Learning (10%) Track action items from monitoring reports: Utilize Action Plan Trackers; engage with implementing teams regularly for updates. Document lessons learned from evaluations: Facilitate workshops that promote learning opportunities among staff/partners regarding best practices within MEAL frameworks. Provide local partners technical support related to establishing effective monitoring systems aligned with Save the Children’s standards. Overall Quality Control of Projects (10%) Review donor reports collaboratively with Ops team members ensuring compliance with quality requirements. Assist in proposal development efforts by providing necessary documentation related to MEAL processes. Required Qualifications: Graduate degree preferably focused on Social Science or Research-related fields. At least 3 years’ experience in Monitoring & Evaluation or similar disciplines. Experience & Skills: Strong understanding of child rights principles per UN Convention on the Rights of the Child guidelines 2., Proficiency using Microsoft Office Suite—especially Excel; familiarity with quantitative/qualitative data analysis tools is advantageous 3., Capacity to communicate complex information compellingly both verbally/written; fluency required in Thai/English—knowledge of Karen/Burmese is a plus 4., Proven report writing abilities along demonstrated strong communication skills 5., Familiarity working contextually within refugee/migrant settings across Thailand.
